The authors hold an opinion that the debates on the concept of legal responsibility concern the terms but not the contens of it. The consept mentioned can't be formed irrespective of the analysis of the legal terms and practice. This analysis draws to a certain conclusions as far as the juridical responsibility is concerned. Being a variety of juridical consequences it is but a specific legal norm and is not reduced to a guilty responsibility only. The responsibility is expressed in the forms of penalty and punishment. Setting free of these measures means liberation of legal responsibility and vice versa. The responsibility exists in the limits of protective legal relations. They are not to be mixed up with the general legal relations. The moment of actualizing of this potential responsibility is defined by law. The investigation and laying down some definite legal decision by the proper legal body are required.
