In the process of formation of new branches of law a significant role is played by such variety of complex legal institutes as interbranch «frontier» institutes. The characteristic feature of the «frontier» institutes is the existense of mobile subject-regulatory connection between the rules of adjacent homogeneous branches of law. A group of interconnected «frontier» institutes may be qualified as a new branch of law as acquiers qualitatively new characteristic in subject matter, method, principles and the mechanism of legal regulation. Thus the nature of a branch of law as a category of social reality excludes the possibility of existence of «complex» branches of law. The article also discusses the processes of development of the law system in cases when the law reglamentation extends to the part of social reality which was not the subject of lav/ regulation before.
